Prudential Committee Meeting

Meeting opens
APPROVAL OF MINUTES FROM 10/6/07 and 10/20/07
Motion made and seconded to approve 10/6 minutes. Unanimous approval.

TREASURER’S REPORT
Mr. Feit reports on current balances and amounts due. Still waiting for MEMA funds. The accountant should have figures ready by end of next week.
Motion and second to accept the warrant as modified. Unanimous approval.
ROAD SUPERVISOR’S REPORT
Contract: No contract currently in place – no work being done. Waiting for prevailing wage information.
Road & Waterways: No major washouts in last week’s storm.
Signs: No signs in yet. Mr. Feit is still working on finding out what is in Andrews’ yard.
PUBLIC PARTICIPATION
Mr. Guevin asks if Winter Roads will have to be paid at prevailing wage. No.
Ms. McGeer asks about signs stating meetings are being held and reports washboarding on Jesters’ Lane.
Mr. Lerner speaks about land on Minstrels Way and suggests testing any land to be used for contamination before use. He speaks about checking account alternate. He asks about frequency of meetings. Monthly. He speaks about the importance of taking attorneys’ advice.
Mr. Boucher asks when contract will go out to bid. Still waiting for prevailing wage info.
Mr. Ronzio asks if mail from the Attorney General was ever answered. The district’s attorney advised Mr. Bonney that no answer was necessary. Mr. Summit reads correspondence between Mr. Bonney and the district’s attorney.
Ms. McGeer asks if the A.G. will be checking on if prevailing wage was ever paid by the district.
Mr. Ronzio asks if the contract was signed is no longer valid. No it is not. Mr. Feit is instructed to send a formal letter to White Wolf saying the contract is null and void.
Discussion on the board of who decides “extreme emergency”. Road Superintendent.
Mr. Lerner asks about letter from “Ann”. Will be discussed in Old or New Business.
Mr. Ronzio asks if the district is left open to any liability from the contractor by voiding contract.
OLD BUSINESS
Special Meeting: Rescheduled to January 5th.
Web Site: New web site (SFRMD.org) is up and running and linked to the Town of Becket’s site. Discussion of online Road Repair Request forms.
NEW BUSINESS
Attorney Report: Must get bid in place by November 14th. Not possible. Discussion of how to handle and of what else should be discussed with atty. Discussion of interpretation of atty’s advice. Mr. Summit says atty told him the district should have liability insurance on the roads. Mr. Bonney says conversations with the atty should be by email so it’s in writing. Consensus that Mr. Summit and Mr. Bonney will be the contact with the atty and that it will be done via email with cc’s to other board members.
Motion and second that Jerry Summit and Dave Bonney are responsible for talking to the attorney and letting the rest of the board knowing what’s going on. Everything in writing – emailed. Unanimous approval.
Mr. Summit will clarify the liability insurance in writing with the atty.
Sand and Salt Storage: Discussion
Checking Account Alternate: Ms. Fitzgerald and Mr. Feit are still working on getting together.
There being no further business to conduct, a motion is made and seconded to adjourn. Unanimous approval.
