SHERWOOD FOREST ROAD DISTRICT Prudential Committee Meeting 2/5/05 Minutes Committee Members Present: Dick Tallberg, Chairman; Bill Brownhill, Vice Chairman; David Bonney; Robert Ronzio; Gerard Grondin Staff Present: Chuck Andrews, Road Superintendent; Maryellen Lake, Treasurer The meeting was called to order at 10:35 a.m. Reading of the Minutes: Minutes of the January 22, 2005 meeting were distributed for consideration. Bob noted that it was January 14 when Mike handed him the materials for the website to him. The word “but” should be removed from paragraph 5, line 9. Bill moved to accept the minutes as corrected; Dave seconded; motion passed. Treasurer’s Report: Dave moved to accept the Treasurer’s Report as read; Bill seconded; motion passed. Discussion: Chuck asked about payment of the Benton Egee bill. Maryellen explained that there was not enough money in the account to cover it. She had received a turnover check from the Town too late to deposit it. Since the due date on the bill is February 19, she would pay it then. Road Superintendent’s Report: Chuck reported that we had two snow storms - one with 12” and one of 14”. Approximately 800 tons of sand and salt had been used. He received inquiries regarding signs on Woodsman’s Path, but they can’t be replaced now due to frozen ground. On the North Beach off King Richard there is a house at the bottom of the hill. Nothing had ever been done on that road. There are three lots there, one of which fronts on the beach. There are two building lots, and one with a house. We are starting to plow and sand there now. A complaint was received from Sandy LaBonbard that when they plow they push the snow up to the side. Water from the road melts and runs down. When a big pile of snow went into the road it made a skating rink. She spoke to the contractor about the problem when he went by and he fixed it. A letter was received from Jacqueline Flynn and Ronald Hardesty regarding the lack of plowing on Little Robin Lane. Chuck reported that the problem has been taken care of, as well as the problem of sanding. Bill moved to accept the Road Superintendent’s Report; Dave seconded; motion passed. Discussion: Chuck noted that he has received numerous calls regarding the assessment letter from SFNA. He does not respond to those. Bill reported that the roads have been widened to allow easy passage. Gerry moved to pay the bills; Dave seconded; motion passed. Warrant 14 was signed by all Committee members. Communications: Dick read a letter from the Prudential Committee to the Selectmen regarding the request for $25,000.00 contribution from the Town. A letter was received from the Selectmen requesting information on what the money would be used for. Dick noted that a meeting with the Selectmen should be scheduled. Maryellen referred to letters from the DOR Division of Local Services - one announcing scheduling of a Training Course for Assessors. Registration information and forms are available for those who may be interested. Email correspondence was received regarding ice build-up at the entrances, especially Wells Road, to be taken up under New Business. Letters submitted from Mike McEnerney regarding road damage at Nottingham Circle and from Robert Madore regarding condition of the culvert at the Sykes property. OLD BUSINESS Contractor Status: Dick announced that we are still operating on an emergency snow removal basis. Still no word from the Attorney General. By-Laws: Bob thought it was to be handled by the attorney. There is still no word from him. Bill suggested the Board meet with the attorney, since we have not heard from him. Dick will call him to set up a date before the next meeting. Website: Bob submitted his bill for the cost of the two URL’s. The discussion board is up and running. The URL’s are: sherwoodforestroaddistrict.com and sfrd.net. He noted that links that can be accessed are SFNA.us, as well as others. Eventually when the site is up and running you can type in either SFRD.org or SFRD.net. He would like to get the site up by the end of the month. Bob has the disc of what is on the SFNA site - all we need to do is change it to SFRD. Board of Selectmen’s letter: Bob will send a letter to the Board with a detailed account of what the $25,000.00 is to cover. Mail Box Maintenance: Bob reported that the District plows them out; the hand shoveling is done by SFNA. Chuck noted that there was an area where the property owners gave an easement. Bob will draft a letter from the Prudential Committee to be sent to SFNA requesting clarification of the handling of the situation. Special Meeting: Chuck reported that the warrants have been posted. He expressed concern that the warrants call for posting by constables. Dick noted that the Town said it was all right for the Road Superintendent to do it. Maryellen will call Richard Furlong to ask if we should change the wording of future warrants. Sand Barrels: Chuck noted that he had put them out in the past. The shovels and the barrels got stolen. The District used to put sand behind the store and perhaps we could put barrels out, but he fears they will just be taken. The other problem is that if it is not covered, when it gets cold the sand freezes. We can use the sand pile behind the store. NEW BUSINESS Ice Buildup at Entrances: Chuck took it upon himself to scrape the one at Wells Road. Bob noted that Bill Elovirta has said the problem is one of the state and the town. It really has no relevance to us, except that people have to use the road to travel into the Forest. Bob suggested that the Board formally correspond with the state to ask that something be done to fix the problem. He recommended that a letter from the Prudential Committee be sent to the state and the town. Dick made a formal motion to that effect; Gerry seconded; motion passed. PUBLIC PARTICIPATION There being no further public participation, Bill moved to adjourn the meeting; Dave seconded; motion passed.
