| SHERWOOD FOREST ROAD MAINTENANCE DISTRICT Prudential Committee Meeting March 5, 2005 Minutes Committee Members Present: Dick Tallberg, Chairman; Bill Brownhill, Vice Chairman; David Bonney; Robert Ronzio; Gerard Grondon Staff Present: Chuck Andrews, Road Superintendent Public: See sign-in sheet Meeting was called to order at 10:32 a.m. Reading of Minutes: Bill moved to approve the minutes of the previous meeting as presented, Bob seconded; motion passed. Treasurer’s Report: Dick read theTreasurer’s Report. Bill moved to accept it as read; David seconded; motion passed. Road Superintendent’s Report - Chuck reported that it had snowed every night for a week, and we have been sanding. A complaint was received from Little Robin Lane that someone had to get out to go to the doctor and the road wasn’t plowed. That was dealt with. No other complaints. Have about 400 tons of sand. Used approximately 1600 tons We should have enough for the remainder of the winter, but we may have to bring in perhaps 10 more loads. There is no salt in the sand right now, but that is o.k. Bill moved to accept the Superintendent’s Report; Bob seconded; motion passed. Reading of Warrant: Warrant #16 totals $11,046.56. Bill moved to pay the bills; Bob seconded; motion carried. Communications: Letter from Mr. Madore re problem with Sykes property. Bill looked at the situation with Bob. Everything is now covered with snow. There is no cement in the culvert - it was a catch basin. The logs are the main problem. Will repair damage to the road but not to the property. Bob moved to send a letter telling him to move the logs and other debris out of the roadway. If he has any questions he can get in touch with the Road Superintendent. If he doesn’t take care of it, we will do it and he will be billed for it. The Clerk will prepare a letter to that effect for Committee signatures. OLD BUSINESS Letter from Mr. Madore - See Communications above. Request for funding from the Town: Need to add “to raise and appropriate” to our original request for funding. Have to rewrite the request per Selectmen’s minutes. Bob prepared a new petition. There was a lengthy discussion regarding wording of the petition and letter to Selectmen. Bob has a second letter of support of the petitioners from property owners. Even though the letter doesn’t carry any legal weight, it is an expression of support. Extensive discussion of town vs. state laws and town by-law revisions regarding the requirement for a minimum of 10 signatures on a petition. Bob referred to the Selectmens‘ minutes from February 16 and March 2 meetings. (Copy of Selectmen’s minutes attached herewith - see marked passages.) Bill: SFNA letter re mailbox maintenance. Dick read SFNA letter. Bill talked with Bill Elovirta. He has plowed in front of mailboxes, Chuck has also plowed. The complaint is that nobody shovels where the plow has been. Marty Powers was paid just to open up so people could get into the boxes. Bob adverse possession is a lot of nonsense. There are certain legal requirements with regards to any kind of an easement. (Bob) “It’s my understanding that there was an easement given by the property owner. I don’t believe that land was transferred. The property owner is not part of SFNA. I don’t know where all the fanciful technology is coming from.” Chuck suggested that the Chairman be responsible for arranging for shoveling, etc. Maybe we should send SFNA another letter. They don’t give specifics as to how, when, and what they are going to do. On a suggestion from Chuck, the Committee agreed to continue mailbox maintenance on a volunteer basis. Meeting warrants. Bob- probably be better off if we use the town constable. Give warrants to Chuck and he will give them to a constable to post. Committee agreed to table the issue for now. Contractor Status and By-Laws. They were given to the attorney and will be discussed at the meeting with the attorney which will be in two or three weeks. Dick - any other item? Bob started to prepare a letter to the town having to do with leasing a storage site. We need to know if we can lease property under the Road District if we are leasing from the town. It would be better if we could own it. Dick will give that information to the attorney for his attention. New software for computer. Probably better off buying a whole new system. (Bob) Can buy a whole new system for about $700. Dick - come back with some kind of dollar figure. NEW BUSINESS Conflict with date of Annual Meeting. Bill - another problem we have had is that when we have had a conflict before with SFNA they have ended up canceling their meeting. Dick We could go somewhere else if need be. The Elementary School and Chimney Corners were discussed. Dick moved to hold the annual meeting June 11, 1 p.m. at the Town Hall, and investigate alternative locations. Bill seconded. Motion passed.
