SHERWOOD FOREST ROAD DISTRICT Minutes from: Prudential Committee Meeting - January 10, 2004 Meeting called to order by Chairman Harry Joiner at 10:38am Attendance: Prudential Committee Members: Richard Tallberg, Sue Schneider, Harry Joiner, Dave Devane, Road Superintendent Hugh Powers, Clerk/Treasurer Cheryl Powers, and Bill Brownhill . Absent members George Sherman, and Amy Somerville Public Attendance: Refer to sign in sheet. Minutes for December 20, 2003 Meetings: Harry Joiner solicits a motion to dispense with the reading of the December 20, minutes and accept them as written. Sue Schneider made the motion to dispense with the reading of the minutes and accept them as written. Dave Devane seconded the motion. Motion carried, 3 in favor 1 abstain. Treasurer’s Report: January 10, 2004: Chairman Joiner solicits a motion to accept the Treasurer’s Report. Susan Schneider made a motion to accept the Treasurer’s Report. Dave Devane seconded the motion. Motion carried unanimously. Road Superintendent’s Report: January 5th the area was hit with an ice storm that lasted all day. One hour after sanding the roads were frozen again. The sanders were out all day, a couple of cars block the roads and the contractor pulled them out to open the roads. Received a few inquiries and complaints about sanding and cars stuck. Found a couple of washouts on King Richard, Sir George, Hill Top and Prince Paul, will take care of first chance we get. Chairman Harry Joiner solicits a motion to accept the Road Superintendent’s report. Sue Schneider made a motion to accept the Road Superintendents Report. Dave Devane seconded the motion. Motion carried unanimously. Communications and Reading of the Bills: Treasurer Powers made available Warrant #8 for $5,284.62 for FY04, for the Prudential Committee to review and discuss. Chairman Harry Joiner solicits a motion to pay the bills as presented. Sue Schneider made a motion to pay the bills as presented. Dave Devane seconded the motion. Motion carried unanimously. Letter received from Attorney General’s Office, on hearing in Boston on Bid Protest against the District (see letter for specifics). Letter from District’s Council on Hearing (See letter for specifics). Letter from District’s Council on Special Meeting (See letter for specifics). Letter from District’s Council on Andrews requests (see letter for specifics). Letter to Andrews Excavating (see letter for specifics). Committee Reports: None Old Business: None. New Business: Richard Tallberg mention that he would hope that the Attorney could do better with the time frame, regarding the short notice on the hearing date in Boston. . Public Participation: Ron Bouchard complained about the Contractor (Blakely Construction). Not spreading enough sand and wasn’t happy with the plowing. Feels the lower half of the Forest is being taken care of better. Cheryl Powers commented as a resident living in the same area as Ron, she has not had any problems getting to work in the morning or getting home in the evening. There was an ice issue on January 5, but she was still able to get home. Discussion occurs with Road Superintendent, Ron, and Harry. Ron complained that he wasn’t able to get to his wooded lot on Flaming Arrow. Hugh asked if the Board wanted the Roads plowed where there are no houses ? Discussion occurs. Clerk Treasurer Powers informs the residents that the District has a budget, and that the entire budget is never realized. So you must take these issues into consideration when the Board decides whether or not to plow or sand to empty lots. Sue Schneider response I think the point is if everyone wants access to their property whether or not there is a house we can do that , its physically possible of doing that, but we are all going to be paying more taxes. Richard Tallberg said Ron’s request for service to plow to the empty lot needs to be in writing. Discussion occurs on abatement. Hugh explains to the residents that with the contract he has two contractors, and the superintendent assigns the work load. If there is a problem with one of the contractors the other contractor is called in, so the Forest always has coverage. The Board decided to act on a case by case, and all request must be in writing. Rut in road at 542 King Richard, Superintendent responded that weather permitting it will be taken care of. Clerk/Treasurer Powers swears in Bill Brownhill as Alternate Resident.
