Prudential Committee Meeting
Saturday, October 20, 2007

Committee Members Present:  David Bonney, Chair; Bill Brownhill, Co-Chair; Gilles Beaudoin, Jerry Grondin, Jerry Summit; Marty Feit, Clerk-Treasurer; Dennis LaChapelle, Road Superintendent

Public Present:  Al Barvenik, Fran Barvenik, Ron Boucher, Joyce Brownhill, Murielle Forster, Bob Guevin, Al Labonbard, Gail McGeer, Robert Ronzio, Ann Tuleja, Don Tuleja

APPROVAL OF MINUTES FROM 10/6/07

TREASURER’S REPORT
FEMA/MEMA reimbursement has been received. Mr. Feit reports on current balances and amounts due. The accountant may not have figures ready by 11/3 so he suggests not scheduling a special meeting for that date. He reports answers from the lawyer regarding transfers from free cash and transfers into and out of a stabilization fund. Report on administration fees and possible additional funds from MEMA.
Motion to pay bills on the warrant. Second. Unanimous approval.

ROAD SUPERVISOR’S REPORT
Road & Waterways:  Some waterways have been done but temporary halt on road repairs.
Signs:  Mssrs. Feit and LaChapelle will go to Andrews to see what is there.
Road Closings:  Discussion of which roads will be closed. Mr. LaChapelle will order signs.
Contract:  Andrews Excavating has put in a complaint about how the contract was bid. Work will be halted until this can be straightened out.

PUBLIC PARTICIPATION
Ms. Tuleja asks re:  stabilization vs. free cash.
Mr. Summit introduces Ms. Tuleja as the new president of the SFNA.
Ms. Tuleja asks about a “cease and desist” on road work from the state.
Ms. Tuleja asks about the bidding process.
Mr. Guevin asks what roads will be closed.
Mr. Ronzio speaks about Chapter 30B of MGL.
Ms. Forster speaks about contact she has had with the Conservation Commission about the culvert issues.
Ms. Tuleja would like to see the district’s attorney’s opinion in writing.
Mr. Ronzio wants to know which attorney has been talked to.
Ms. Tuleja asks about roads being closed.
Mr. Summit asks about what the lawyer told Mr. Bonney.
Mr. Willis said he got word to stop work on Wed. night.
Mr. Ronzio talks about a hearing.
Mr. Bonney speaks of a conversation he had with someone from the state about the central register.
Mr. Guevin asks what is the process for replacing a culvert.
Ms. Brownhill suggests having the lawyer put in writing what he has said.
Mr. Ronzio speaks of the Sykes issue.
Mr. Willis asks what’s going on with the contract.
Ms. Tuleja asks to be advised who the contractor is when it’s all ironed out.
Mr. Boucher speaks of operating under an emergency contract for several years with Andrews.

OLD BUSINESS
Special Meeting:  December 1st is chosen for the date.
Bulletin Boards:  Ongoing
Approval for land on Minstrel’s Way:  Ms. Tuleja will contact Mr. Bonney about the possibility of using SFNA common land.
Checking Account Alternate:  Ms. Fitzgerald will get together with Mr. Feit sometime this coming week.

 

NEW BUSINESS
Contract Rebid:  Discussion of submitting to central register.
Mr. Bonney asks Mr. Ronzio to leave.
Discussion of whether to rebid or continue as have been doing.
Motion to rebid if the lawyer says it must be done. Second. Unanimous approval.
Parking Ban:  11/15/07 – 4/15/-08, 11 PM – 7 AM. So moved. Second. Unanimous.

 

There being no further business to conduct, a motion is made and seconded to adjourn. Unanimous approval.
The meeting is adjourned at 11:50 AM
