Prudential Committee Meeting Minutes

August 21, 2004

Committee Members Present: Bill Brownhill, Vice-Chairman; David Bonney, Robert Ronzio Committee Members Absent: Richard Tallberg, Chairman; George Sherman Staff Present: Chuck Andrews, Road Superintendent; Maryellen Lake, Clerk/Treasurer

Vice-Chairman Brownhill called the meeting to order at 10:31 a.m.

Reading of the Minutes: Bill called for questions regarding the minutes of the August 7, 2004 meeting. There being no questions or changes, he called for a motion to accept the minutes as presented. David made the motion, Bob seconded. Motion passed.

Treasurer's Report: Maryellen read the Treasurer's report. Bill moved to accept the report as read; David seconded. Motion passed.

Superintendent's Report: Chuck reported that he had one call regarding rocks in the road, some of which can be removed, some of which can't. Actually it's not Winter Drive, it's Lady of the Lake.

Communications and Bills: No communications were received. Bills received and paid total $3,827.73.

Bill explained that none of the records or books was delivered to Maryellen until 9:00 p.m. last evening. Consequently, we didn't really know where we stand, and had no access to the contracts. Bill asked for cooperation between Craig and Chuck, and reminded them that they could bring any differences to the Committee any time. We need to go over all the roads and document which areas need attention, and we should start grading now. Bill moved to accept the Road Superintendent's Report; David seconded. Motion passed.

Bill moved to accept the reading of the bills; David seconded. Motion passed.

Committee Reports: By-Laws Committee Jim Griffin reported that the Committee still stands ready to have a joint meeting with the Prudential Committee. They are still getting questions about when people are going to have the right to vote, taxes, etc. Bill explained that the new Committee did not have any information to go by until all equipment and records were turned over to us. Now that we have everything, I think we would be happy to meet with you. Jim: We just want to get the process moving. We completed our work, but you guys can throw everything we have done out. There was further discussion between Bill and Jim regarding giving everyone the right to vote. Bob- By-Law Committee was charged with examining the voting and taxation matters. I think what you're asking for is to sit down with the new Prudential Committee and go over what the By-Laws Review Committee has done. At that point there should be a letter sent out to the entire population of Sherwood Forest out or hold an open meeting to explain what is going on. Then there should be a vote taken to decide whether to accept or reject the proposal. A more lengthy discussion occurred regarding this problem. Bill noted that some time in September we should be able to meet with the By-Laws Committee. Subsequent to that, a public meeting will be held with maximum notification to everyone. Discussion of procedure in amending the By-Laws. Bill moved to accept the By-Law Committee Report. David seconded. Motion carried.

Old Business: King Richard project - Bill moved to table the subject until the next meeting; Bob seconded. Motion carried

Bill: Justin Townson was supposed to be here at the meeting to discuss brush cutting. We need someone who can do the whole job of cutting around and behind street signs, trees, etc. Bob commented that there are two people we can talk to. We need to get them to the next meeting. Bob moved to table the subject until the next meeting and contact both individuals. David seconded. Motion carried.

Filling vacant positions on the Committee: Bill moved to leave the alternate position open until June. David seconded. Motion carried.

New Business: Road District liaison with SFNA. Bill moved to appoint Sue Schneider; Bob seconded. Motion carried. Jim requested that Steve Rosenthal asked about back taxes. Dick said that the Road District gets paid first. We need to check that with the town. I believe that's changed and now it's split.

Public Participation: Proper and frequent notice posted and published regarding meeting dates; include list of meeting dates and complaint form in tax bill mailings; changing location of meetings; make up a new sign to be posted for each meeting at the entrances; mailing costs; explanation of finances, i.e. Money Market account; general discussion of distribution of back taxes, tax title procedures.

Bob moved to adjourn; David seconded; motion carried

The meeting was adjourned at 11:45 a.m.
