Prudential Committee Meeting
Saturday, July 21, 2007

Committee Members Present: David Bonney, Chair; Bill Brownhill, Co-Chair; Gilles Beaudoin; Jerry Summit; Marty Feit, Clerk-Treasurer; Dennis LaChapelle, Road Superintendent

Public Present: Celia Boucher, Ron Boucher, Joyce Brownhill, Deb Fitzgerald, Jerry Grondin, Robert Guevin, Howard Lerner, Mike McEnerney, Patricia McEnerney, John McGeer, Gail McGeer, Bob Ronzio

Mr. Bonney calls the meeting to order at 10:33 AM

Approval of Minutes
Mr. Bonney reports that the minutes of the June 16th meeting are being redone to include the portions that were missed by the tape recorder.
Motion to table approval of the 6/16 minutes; second; unanimous approval.
Mr. Feit says the 6/30 minutes are also going to be redone.
Motion to table approval of the 6/30 minutes; second; unanimous approval.
Motion to approve the July 5th meeting; second; unanimous approval.

Treasurers Report
Mr. Feit reports on current account balances and bills outstanding. There is a meeting at his house on Monday with the FEMA rep and he will find out then if the redone bills from Andrews are acceptable. He reviews the warrant for approval. He reports receipt of a fax from DOR regarding Free Cash and how it must be handled.
Motion to accept the Treasurer’s Report; second; unanimous approval.
Mr. Feit and the board agree that the format of the minutes should be simplified in the future.

Motion to open and close each item on the agenda; second; 2 aye, 3 nay – motion not passed.

Public Participation
Mr. McEnerney reports a dangerous pothole on his road.
Discussion of removing “Road Closed” signs.
Question and discussion of whether fill is being brought in.
Report of plugged culvert by unidentified woman on her road.
Report of a portion of Maid Marion being skipped. Board members say this is a secondary road. Primary roads are being finished first.
Question of whether contractor will be advertised for. Yes; what is being done now is “emergency grading”.
Discussion of roadside mowing. It is currently underway.
Mr. Lerner says there is a perception of impropriety on the part of board members in bringing a contractor in for “emergency grading”. He says Mystic Isle Way has not had anything done to it for fifteen months.
Mr. Beaudoin says there are new berms being created along the roads by the current contractor.
Discussion of how much rain there has been and what has been graded. Is he grading or scraping? Grading.
Mr. Boucher asks Mr. Beaudoin if he has a hoisting license. Mr. Beaudoin says he doesn’t need one to mow. Discussion. The license has been applied for.
Ms. McGeer says there is no ditch at all on Jester’s Lane.
Ms. Labonbard asks Mr. Beaudoin if his tractor is registered. He says it is.
Mr. Lerner would like to see contractors be billed for destroying the road when doing work on private property.
Mr. McGeer asks about discussing minutes. Mr. Bonney says the ones with missing parts are being redone. Mr. McGeer gives his thoughts on how minutes should be handled.
Mr. Lerner says Fox Modular Homes is one of the companies damaging the roads. Mr. Brownhill is going to speak to them and require that a bond be put up.
Discussion of $45,000 “gift” from the town from back taxes, etc.
Mr. Ronzio speaks to the ownership of signs and cones. He also says that Fox Modular did previously provide several loads of material to fix the road that was damaged by their activity.
Mr. Boucher speaks about letters from Atty. Aaronson.
Mr. McGeer thinks there should be an audit. He also says lawyers’ bills are supposed to be itemized.
Discussion of how attorney contact has been handled historically by the board.
Mr. McGeer speaks to previous minutes again. Mr. Ronzio says the official tape is the one made by the clerk; recordings by any audience member are unofficial.
Mr. McEnerney speaks about SFRMD documents on the SFNA web site. He will put them on a disk and get it to Mr. Feit. Mr. Boucher says the district’s contact information has not yet been updated online. Mr. Ronzio offers what information he has about SFRMD online.


Meeting Dates
Next meeting is August 4th.

FEMA/MEMA
Mr. Feit reports on the rep, activity to date, and projected work to finish.

Attorney
Mr. Feit reports that his attorney has said he would be willing to take on the district. Mr. Bonney is looking into some as well.

Road Supervisor’s Report
Mr. LaChapelle reports on grading and mowing and says he will check into the problems which were reported today.
Discussion of when bills need to be submitted to be on the warrant for payment and how they will be approved for payment.
Discussion of Work Orders.
Discussion of what roads are being done and in what order.

Work Orders
Forms are reviewed.

Bids and Proposals
Format will need to be approved by attorney. Samples are reviewed.

Approval of Andrews’ Bills
Already addressed.

Roads and Waterway Plan
Discussion of need for a long term plan. Possible grant money.

Web Site
Already addressed


Building Committee Report
Mr. Bonney reports on the possibility of renting a house for office and material storage space. He also reports on the possibility of buying a brand new rake for the roads. Discussion of who would operate it and how much money could potentially be saved.


Road Sign Placement

Mr. Feit will contact Chuck Andrews regarding signs that were ordered and if he has anything else that belongs to the District.

Special Meeting
Need to elect an Alternate Non-Resident Prudential Committee Member and deal with Free Cash. September 15th is chosen for this.

Other Business
· Mr. Summit says he will be away in August and unable to attend those meetings.
· Another person is needed to sign checks. Motion to appoint Deb Fitzgerald; second. There is an objection from the floor. Tabled until a lawyer can be consulted.
· Discussion of who is authorized to talk with Atty. Aaronson.


There being no further business to conduct, a motion is made and seconded to adjourn.
The meeting is adjourned at 12:54 PM.
