SHERWOOD FOREST ROAD DISTRICT Minutes from: Prudential Committee Meeting - April 3, 2004 Meeting called to order by Chairman Sue Schneider at 10:43am Attendance: Prudential Committee Members: Sue Schneider, Richard Tallberg, Dave Devane, Amy Somerville, Clerk/Treasurer Cheryl Powers, and Road Superintendent Hugh Powers . Absent members George Sherman, and Bill Brownhill. Public Attendance: Refer to sign in sheet. Minutes for March 6, 2004 Meetings: Chairman S. Schneider solicits a motion to dispense with the reading of the March 6, 2004, minutes and accept them as written. R. Tallberg made the motion.. A. Somerville seconded the motion. Motion carried unanimously. Treasurer’s Report April 3, 2004: Chairman S. Schneider solicits a motion to accept the Treasurer’s Report as read. R. Tallberg made the motion. A. Somerville seconded the motion. Motion carried unanimously. Road Superintendent’s Report: Once again it’s time when mud season is upon us. The Roads Closed signs were posted March 6th, and the Country Journal has advertised the roads being closed. Per work order the contractor is still trying to catch up on all mud areas. We are using 1 1/2" dense grade, it holds up very well and packs good. They are trying to keep all roads passable. Called Gordon’s Tree Service about 4 trees on Road District line. The bottom of the trees are rotting out. If they come down they will take the wires down. Replacing road signs that are missing. Ordered 19 new road signs on April 1, 2004 with hard ware and poles, from Atlantic Highway Signs. As soon as there in we will install them. Problem with a pole on Fireside, Marty will investigate. Discussion on placement of signs, and missing signs. Chairman S. Schneider solicits a motion to accept the Road Superintendent’s report. A. Somerville made the motion. R.Tallberg seconded the motion. Motion carried unanimously. Communications and Reading of the Bills: Treasurer Powers made available Warrant #11 for 27,244.17 for FY04, for the Prudential Committee to review and discuss. Chairman S. Schneider solicits a motion to pay the bills as presented. R. Tallberg made the motion. A. Somerville seconded the motion. Motion carried unanimously. Letter received from Lane & Son Inc. and William Stone (see letters for specifics).Sent letter to SFNA about liaison. Committee Reports: J. Griffin submits the Bylaw Review Proposal to the Prudential Committee. The Prudential committee thanks the volunteers for their hard work. Old Business: MEMA paper work filed, if approved the District should receive $3,761.06, which is 75% of the bills submitted ($5,014.75) for the snow storm in December 2003. New Business: Prudential Committee to review budget for FY05, will discuss at next meeting. S. Schneider solicit a motion to have D. Devane be the new Vice-Chairman. A. Somerville made the motion. R. Tallberg seconded the motion. Motion carried unanimously. R. Tallberg makes a motion to refer the material submitted by the Bylaw Review Committee to the Attorney, comments to be returned prior to next meeting. A. Somerville seconded the motion. Motion carried unanimously. The board wants a letter to go out to all the Bylaw Review Committee members thanking them. H. Powers made a recommendation to have the meetings at the Town hall, discussion occurs. R. Tallberg made a motion to send a request to the attorney on the meeting change, as long as our present bylaw permits the move. Would like to start with the June 5 meeting. A. Somerville seconded the motion. Motion carried unanimously. Public Participation: Discussion occurs on numbers on houses. R. Tallberg said to write a letter to the Town Administrator stating we endorse the proposal on putting house numbers on all the houses. Mr. McEnerney asked if the minutes, treasurer’s report and the current bylaws be published on the web. Richard said it was public information. Discussion occurs on the original bylaw and act. Remarks for the Good of the District: None. Meeting Adjourned: Sue motioned to adjourn the meeting. It was seconded by A. Somerville. Motion carried unanimously at 11:32am. |
