Prudential Committee Meeting

December 4, 2004

Committee Members Present: Richard Tallberg, Chairman; Bill Brownhill, Vice-Chairman; Robert Ronzio; David Bonney; Gerard Grondin

The meeting was called to order at 10:35 a.m.

Reading of The Minutes: The minutes of the previous meeting were distributed. Bill Brownhill moved to accept the minutes as presented; David Bonney seconded; the motion passed. The Clerk reminded those present that there were also minutes available from the Special Meeting of November 20, 2004.

Treasurer’s Report: The Treasurer’s report was distributed and read by the Treasurer. Bob moved to approve the Treasurer’s report; Bill seconded; the motion passed.

Bills:

  • International Salt, $1,718.90;
  • Williams Stone, 1,026.60;
  • Peoplepc, $10.95
  • November Refunds of Tax Overpayments, $2,204.12.
  • Total, $4,960.57.

Bill moved to pay the bills; seconded; motion passed.

Road Superintendent’s Report: Chuck Andrews reported that the potholes on Jesters Lane had been dug up and replaced with dense grade. There were only three trees downed by the recent high winds and they have been taken care of. He reminded members to call the district phone number (413-623-2246) if there is a tree down on their street. or if they have concerns. That will save a lot of time. Bill moved to accept the Road Superintendent’s report; seconded; motion passed.

Old Business:

Phone calling plans - Maryellen is expecting a call Monday.

Sand and Salt Storage - Bob Ronzio went to look at three sites for storage. None meets our requirements, they are all too small. He is still waiting for information from the Town on other locations which might be suitable. Blanche Lennington has a list of other sites and will send it to Bob. We have a salt and sand pile available now. Richard Furlong told Bob he didn’t see any problem with the District leasing a piece of land from the Town. Not an immediate issue, because we can’t do anything right now during the winter.

Contractor Status - Richard spoke with the attorney on Tuesday. The attorney has received nothing from the Attorney General’s office. He doesn’t want to give us any advice until he gets more information from the Attorney General’s office. We will continue operating to get the job done.

New Business:

Bob Ronzio distributed copies of the Assessors Maps. He can make extra copies upon request. If someone has a problem, they can use these maps to locate it more accurately. There is a dumpster at the intersection of Lancelot Lane and Fireside. It is encroaching on the road. Chuck Andrews will try to locate the owner of the property and have him ask BFI to move the dumpster back. The property is on Map 217, Lot 102. This can be a problem when it snows if the dumpster is not moved. Bob noted that every member of the Prudential Committee and the Road Superintendent all now have copies of the maps.

Public Participation: Gerry Grondin observed that someone had been zig-zagging on Jesters Lane. He didn’t see who it was, but the road was dug up. Other issues: Bob Madore: submitted a complaint regarding a culvert filled with concrete and trees on Road District property. Chuck will look at it. The complaint form was given to the Clerk. She will get a copy of it to Chuck for disposition. The culvert is at Block 216, Lot 490 - Bob looked at it. No permission was received from the Road District to do that. There was a brief discussion of whether or not the roads have been widened. Who determines when to plow the roads? During the last snowfall, Bob called Prudential Committee members and they determined that the roads needed to be plowed. The general rule is that we plow when the snow reaches three inches. Jim Griffin asked about the status of the By-Laws synopsis. Dick replied that it is not yet complete but it will be done. There was a brief discussion in the case of only a few inches of snow of the various merits of plowing vs. sanding. Bob Madore announced that he has extra wood available.

There being no further business, Bill moved to adjourn; Dave seconded; motion passed.
