| SHERWOOD FOREST ROAD DISTRICT Minutes from: Prudential Committee Meeting - June 5, 2004 Meeting called to order by Chaiman Sue Schneider at 10:38am Attendance: Prudential Committee Members: Sue Schneider, Richard Tallberg, George Sherman, Clerk Treasurer Cheryl Powers, Road Superintendent Hugh Powers, Dave Devane, Amy Somerville and Bill Brownhill. Absent members none. Public Attendance: Refer to sign in sheet. Minutes for May 1,2004 Meetings: Chairman S. Schneider solicits a motion to dispense with the reading of the May 1, 2004, minutes and accept them as written. Dave Devane made the motion. Amy Somerville seconded the motion. Motion carried unanimously. Treasurer's Report June 5, 2004: Chainnan S. Schneider solicits a motion to accept the Treasurer's Report as presented. Dave Devane made the motion. Amy Somerville seconded the motion. Motion carried unanimously. Road Superintendent's Report: Grading and rolling were started at Jester's Lane, Minstrel Way, Prince Paul Path, Olde Carriage to King Richard to Whistling Arrow, Sherwood Drive, Sir Walter Ct., Mountain Dale, Pine Dale, Dragon Way, Prince John, Sir Galahad, Maid Marion, Lancelot and Friar Tuck. Some of these roads are the main arties and some we had to take care of because of mud season were the dense grade was used. Contractor had to rent a roller, because the one he had was to small for the job. The cost is $560.00 for 8 hours ($70.00 an hour). The roller was used for four days. Friar Tuck and Little John wasn't rolled because of the weather, it was just done yesterday. Out of 21 miles of road only about 10 miles were graded. Street signs that were missing were put back up and some poles were reset. Two curb cut permits were issued, one on King Richard and one on Castle Lane. On Sir Walter Ct. and Sir Walter Road we are experiencing a problem with ditching resulting from 6 trees. A culvert was replaced last year, consulted with tree service companies on prices, $1,900.00 to $900.00. Lennington Tree Service is the lowest. On Jester Lane, a property owner put up a fence in the road, and the plows have difficulties in the winter plowing. Investigated on who owns the property, found out Lee Bank is the owner, a letter was hand delivered to the bank. They are in the process of moving the fence back. A letter was sent to the Becket Conservation Commission on the withdrawal of the Lancelot project. Hugh submits a copy for the file on both letters. Received a call for grading on Mystic Isle Way , there are a few pot holes and some tire tracks. Received a letter from a Mr. Martin on Friar Tuck, stating he'd like to buy the lot next to him so he can put a septic in, since he has no room on his property. Line would have to go across the street and be under ground. The street is Long Bow Lane and we do not maintain the street. Here is the letter he sent the District requesting permission and The Sherwood Forest Neighbor's Association will have to be notified also. Mr. Rosenthal asked if Mystic Isle Way win be graded. The board said yes and Marty said it was already on the work order. Robert Guevin asked why we are spot grading. George said the road doesn't need to me graded. No sense in grading over a whole road if parts are in good shape. Sue Schneider said the grading is prioritized by the Road Superintendent on where it is needed the most, taking care of the worst areas. Discussion occurs on spot grading and the roller, pro's and con's with the audience and the board members. Chairman S. Schneider solicits a motion to accept the Road Superintendent's report. R Tallberg made the motion. Amy Somervine seconded the motion. Motion carried unanimously. Communiutions and Reading of the Bills: Treasurer Powers made available Warrant # 13 for 16,737.05 for FY04, for the Prudential Committee to review and discuss. Reserve Fund Transfer for $5,761.12 for Waterway Maintenance. Chairman S. Schneider solicits a motion to pay the bills as presented. R Tallberg made the motion. Amy Somervine seconded the motion. Motion carried unanimously. Letter received from Kevin & Joanne Martin, Withdrawal letter to Becket Conservation Commission, Letter to Lee Bank & M & B Liebenow on fence in road. (see letters for specifics). Committee Reports: None. Old Business: Martin matter, Richard Tallberg says that the Martin's should come up with an engineering plan so we could review it and make a decision. Sue S. states that the Neighbor's Association and The Board of Health also need to be involved. George said to get a certified site plan and the board win go from there. Bylaw update, Cheryl has not heard back from the attorney. At last meeting board members were to call and speak to the attorney, no one did. H. Lerner said he would call, Cheryl gave him the number. Discussion on proposed Bylaw changes. New Business: Discussion on roller, George motion to have the roads rolled after grading not to exceed $75.00 per hour. Richard TaUberg seconded the motion. Motion passed. 2 in favor 1 opposed Public Participation: Bylaw update, Cheryl has not heard back from the attorney.
